It has been over six weeks since I initiated a formal complaint against former Head of Nursing at CMHT, Gemma Stubbington following her referral of me to the government’s counter-terrorism initiative, Prevent. I have also made requests of Gemma that she explains the contentious information she used while completing the Prevent referral forms. I have been informed that due to Gemma’s recent secondment within HIOW Trust that my complaint was being overseen by the new Head of Nursing at CMHT, Joe Jackson. At the time of writing this blog entry there have been no answers to my questions from Gemma and not even a courtesy call from Joe Jackson. I believe that all involved are taking time to formulate a response that protects individuals and the Trust at the expense of me, the patient. Email thread is copied and pasted below.

I first made a formal complaint to the HCPC about their decision to only investigate two parts of my ‘fitness to practice’ rather than the FULL SCOPE of my complaint against their registrant, Sally L Mungall over a YEAR ago. I pick up parts of an email thread from the 4th October, 2024 copied and pasted below.
I was informed by Dovlet Seyidov, Case Team Manager – Investigations, Fitness to Practice at the HCPC on Thursday, August 21, 2025 8:58 AM that
‘I am treating your email as a corporate complaint and I will be looking to provide a response to your complaint within the next 15 working days but I will aim to do so earlier if possible.’
Dovlet Seyidov failed to follow up on his own promise. On Friday the 24th October, 2025, more than TWO MONTHS later, I wrote to him asking for an update. Dovlet Seyidov replied yesterday, Monday the 27th October, 2025 informing me
‘I wanted to apologise for the delay in response to your email previously. I recently had sight of it and I am looking to provide a response to you by the end of the week 31 October.’
It is evident that Dovlet Seyidov had entirely overlooked me and my complaint. It has been over THREE YEARS since I first made my ‘fitness to practice’ complaint to the HCPC and that original complaint has not even reached the ‘Investigation Panel’ of the HCPC.
The Health and Care Professions Tribunal Service is the fitness to practise adjudication service of the Health and Care Professions Council. The HCPTS lists the hearings and the allegations to be heard on the HCPTS website four weeks before the date of each hearing. The hearings calendar for October 2025 alone lists over ONE HUNDRED health practitioners currently scheduled for adjudication and is representative of a typical month.

The sheer volume of cases being adjudicated set alongside my own anecdotal experience surely begs the question, IS THE HEALTH AND CARE PROFESSIONS COUNCIL CURRENTLY FIT FOR PURPOSE?
Hampshire Constabulary Thames Valley Police
My experiences with Hampshire Constabulary over more than three years has been traumatizing. Hampshire Constabulary stubbornly refuse to remove false, discriminatory and psychologically damaging information about me from their database. My pro-social protests culminated in an expressed intention to lawfully and peacefully demonstrate outside Parliament, Downing Street and other significant locations in central London earlier last summer. That expressed intention led to an inappropriate referral of me by an NHS Trust to the government’s counter-terrorism initiative, Prevent. That referral was investigated and closed in around a month and I have since made formal complaints which are currently being investigated. In line with that investigation I have made ‘access to record’ requests of the NHS Trust and Hampshire Constabulary.
Thames Valley Police, who are responsible for the Joint Information Management Unit of the police have refused to uphold my ‘access to records’ request and diverted me to the Information Commissioners Office. I took my complaint to the ICO and was advised by email on the 15th October, 2025 that it will take 29 WEEKS for a caseworker to be allocated to my complaint. I returned to the police and made a further complaint to their Professional Standards department. I received a reply yesterday from Victoria Jones, P5599 of Professional Standards Department informing me that I would have to wait for the ICO response. The full 29 WEEK wait for the ICO to allocate a caseworker will take until the 6th May 2026 !
The original referral to Prevent was made on the 18th June, 2025.
This means that it will have taken almost a FULL YEAR between being referred Prevent and being allocated a caseworker to investigate the refusal of the police to disclose information held on their databases about me. And who knows how long it will take the ICO to carry out their own investigation?
In the meantime I am being obstructed in carrying out my own investigation.
As far as I am concerned, the police are cynically obstructing my rightful access to records. This is in keeping with the appalling way that the police have treated me since visiting me at my home on the morning of Sunday the 25th September, 2022 following spurious allegations made by CAMHS art therapist, Sally Mungall.
For the record, I categorically and unequivocally, fucking hate Hampshire Constabulary.

By tomorrow it will have been six weeks since you received my complaint about being referred by former Head of Nursing at CMHT, The Bridge Centre, Gemma Stubbington, to the government's counter-terrorism program, Prevent.
As of this afternoon there has been no attempt by a senior member of staff from the clinical team to contact me, despite raising this issue many times with my care coordinator at CMHT, John Kelly.
In the process of carrying out my own investigation I made an access to records request. My medical records were disclosed on the 9th September, 2025 and revealed serious issues.
1. The Prevent referral form that Gemma completed contains contentious entries made by her. I have since made written requests by email, directly to Gemma asking her to explain those same contentious entries but while she has acknowledged my emails she has not, so far, offered any explanations.
2. I have been advised by Gemma that the referral to Prevent was insisted upon by the Safeguarding Board of the Trust and by Hampshire Police. There were NO records of Gemma's communication with the Safeguarding Board of the Trust on this matter within the records disclosed on the 9th September, 2025. I have since asked admin/secretary at ACP, Larissa Cleverley for ALL records held by the Safeguarding Board of the Trust with reference to communication between themselves and Gemma on this subject. Larissa wrote to me to advise that she was going to approach the Safeguarding Board of the Trust with my request. I haven't heard anything from Larissa regarding this matter since the 16th September, 2025.
3. The same disclosure of medical records revealed further serious issues unrelated to the referral to Prevent. These serious issues related to misrepresentations, false allegations and omissions in my medical records. I compiled a document titled 'MISREPRESENTATIONS, FALSE ALLEGATIONS AND OMISSIONS IN MY MEDICAL RECORDS' and forwarded that document via Reception at CMHT, The Bridge Centre with instructions 'Please would you forward this email along with attachment to my care coordinator, John Kelly and or to Joe Jackson, Head of Nursing, Professions and Quality'. I considered this document to be an extension of 61044. It may be that this additional set of complaints needs to be separated and designated a new reference number but the document hasn't even been formally acknowledged.
I have asked for updates of the progress of my complaint during my scheduled meetings with my care coordinator, John Kelly on the 22nd Oct, 8th Oct and 26th Sept. John has maintained that Gemma's replacement at CMHT, Joe Jackson, is designated as the senior member of staff from the clinical team to contact me.
If I have not been contacted by the end of the working day, Friday, 24th October, 2025 then I will be forced to escalate my complaint to a higher authority.

Nobody from the Team responded by the end of the working day last Friday.
I have been assured several times over the last six weeks that Joe Jackson was taking responsibility for my complaint. Joe Jackson hasn't even thought to make a courtesy call .
Gemma Stubbington made several contentious entries while completing the Prevent referral forms that she submitted to the police. I wrote to Gemma on the 12th September, 2025 asking her to defend her entries by answer a set of questions. I wrote to her again on the 16th October, 2025 making the same request. Gemma replied on the same day with 'I will respond to your email as soon as availble.' To date I have had no answer to any of my questions.
I have asked Larissa Cleverley for records of the involvement of the Safeguarding Board of the Trust in Gemma Stubbington's contentious referral of me to Prevent. Larissa has forwarded my request for records but I am still waiting for a response.
I have now no trust in those involved and suspect that my complaint is being managed so as to avoid accountability.
I therefore am advising you that I am now drafting letters of compliant to be sent to the Board of Directors of the Trust, addressed directly to Ron Shields.

I have already advised you that I am due to recommence protesting in central London later this week, protesting serious grievances including those against your registrant, Sally Mungall and the HCPC refusal to investigate the full scope of my complaints. I will remind you that I intend continuing my protest from the 2nd September, 2025 by way of hunger strike.
It would be reassuring to know that my complaints against your registrant and my further complaints against the HCPC are being addressed by the highest authority as I begin protesting in London.
