THE PREVENT FILES # 1
Regular readers to my blog will be aware that I was referred to the government’s counter-terrorism initiative, PREVENT on the 18th of June, 2025 by Gemma Stubbington, former Head of Nursing at CMHT, The Bridge Centre, Basingstoke.
I remain adamant in protesting Gemma Stubbington’s referral and maintain that she did so recklessly and without due care and attention to me or to the National Prevent Guidelines.
Almost immediately after becoming aware of this contentious referral I discovered the rights advocacy group, Prevent Watch. I have been in regular contact with both Dr Layla Aitladj and Anna Sekular who are both Directors and Senior Caseworkers at Prevent Watch.
During a telephone conversation last November, Dr Layla Aithadj kindly offered to pass details of my case to lawyers affiliated with Prevent Watch. She advised me to do this before the end of January, 2026.
Most of the important work, compiling and collating documents, emails and other evidence was completed by midday, Friday the 30th January and passed on to Layla via email in a folder titled ‘The Prevent Files’. There are still components and addendums to those files that I need to work on and complete over the coming weeks and I am still waiting for more records to be disclosed by the Trust and the police.
But here’s the thing…
Gemma Stubbington actioned the referral within days.
It has now been almost EIGHT MONTHS!!! since Gemma Stubbington made the referral but I still haven't been able to hold her to account!
She first asked my care-coordinator at CMHT, The Bridge Centre, John Kelly ‘to look at a Prevent referral’. After discussing things with me during a meeting on the 11th June, 2025, John Kelly was suitably reassured and decided not to refer me to Prevent. At some point over the following week, Gemma Stubbington over-ruled John Kelly’s decision, admonishing him in the process, and completed a National Prevent referral form herself before filing it with Emily Taylor at Prevent Gateway on the 18th June, 2025.
The referral was assessed by Dawn Jenks, DC 25487, Prevent Officer – Hampshire Counter-terrorism on the 4th June and completed the same day. Dawn Jenks' supervisor agreed the closure on the 7th June.
I have been trying to hold Gemma Stubbington to account ever since.
I first made complaints about the Prevent referral, informally to Gemma Stubbington, on the 25th June, 2025.
I met Gemma Stubbington on the 2nd July, 2025 asking for her to account for the referral to Prevent but she was reticent and uncooperative.
A Subject Access Request was disclosed to me by Larissa Cleverley of Information Governance at the Trust on the 9th September 2025 08:18. That disclosure was an update of my medical records which included the CPI form AND the National Prevent referral form that Gemma Stubbington had completed. I read through her referral and was appalled at her evident lack of Prevent awareness and especially alarmed at some of the information that she had provided which were evidently false and or fabricated. I wrote to her, first on the 11th September and multiple times thereafter, for her to account for that false information. Gemma Stubbington offered one reply, ‘I will respond to your email as soon as available,’ sent and received on the 16th October. I wrote to her as recently as the 28th January. My email included the following
‘…This whole Prevent debacle is eerily reminiscent of controversy surrounding the clinical neglect of me and later false accusations made against me by the clinician at CAMHS, Bramblys Drive in 2022. That controversy made a CMHT mental health patient out of me ( I will likely NEVER make a full recovery from that experience.) ...’
That ‘clinician at CAMHS, Bramblys Drive in 2022’ was, of course, art therapist, Sally Mungall.
The referral to Prevent was a hysterical, inappropriate response to my expressed intention to lawfully and PEACEFULLY PROTEST outside prominent sites in Central London on the 24th June, 2025.
My PEACEFUL PROTEST was designed to draw widespread attention to my blog here at www.fourandtwentydeadcrows.com . My long term plan was to engage in a series of high profile protests in the hope that I might grow my readership from a few hundred to tens of thousands.
A significant audience to my blog would lend considerably more political weight to my continuation of the hunger strikes that I started in 2024.
My hunger strikes have been in protest at Hampshire Police who refuse to remove false, defamatory and psychologically damaging information about me from their databases. That information falsely accuses me of ‘offences’ including ‘making unwanted contact’, ‘harassment’ and ‘stalking’. Those ‘offences’ are held under a ‘Category 2’ heading, ‘Violent & Sexual Offences’. I have been advised that this false information will remain on their databases until 2032 or, more likely, until I am 100 YEARS OLD!!
This false information is being retained on Hampshire Police databases following reports to police about me made by Sally Mungall.
