LATEST ISSUES 23rd July, 2026

The following is a draft letter intended for the IOPC later today. I will also forward this to a new list of solicitors over the coming weekend.

I wrote to your office on the 7^th April 2026 to complain about Hampshire Constabulary and their involvement in the contentious referral of me to counter-terrorism PREVENT in June, 2025.

Nine long weeks slipped inexorably by but I heard nothing from Hampshire Constabulary.

I wrote to you again on the 12th June, 2026, making the same complaints. Hampshire Constabulary continued to ignore me so I wrote to you again around two weeks ago.

NOTHING! Not even from YOU.

What's going on?

Why am I being so contemptuously ignored?

I named two police officers, James Howard 12913, Police Mental Health Liaison and Jason Russell C2093, Senior Manager for Public Access, JIMU, Hampshire Police who I believe acted inappropriately and, possibly, outside of legislation.

I also provided context, naming the referrer, Gemma Stubbington and data handler, Sadie Bell, who both work for Hampshire & IOW Healthcare NHS Foundation Trust. Gemma Stubbington provided FALSE information in completing the PREVENT referral forms while Sadie Bell’s cynical use of lawfare in denying me access to me personal data was investigated by the Information Commissioner’s Office who concluded by issuing an ‘Infringement Notice’ to the Trust.

I emailed James Howard 12913 on the 5th February 2026 positing 12 questions, asking him to account for the dubious advice offered to Gemma Stubbington by email on the 17^th June, 2025. Howard has NEVER even acknowledged my email. Howard is, or was at the time, appointed Police Mental Health Liaison.

I issued multiple requests to Jason Russell C2093 asking for my personal data relating to the referral of me to PREVENT. His first refusal of my request for my personal data was successfully challenged by the Information Commissioners Office. His second refusal was successfully challenged by ME when I made him aware of the relevant application of GDPR law available on the ICO website. His last refusal was backed by an apparent exemption ‘Part 3 DPA 2018 of Section 45(4)(b)’. That exemption only applies when it is ‘a necessary and proportionate measure to prevent, detect, investigate, or prosecute criminal offences.’

I HAVE NEVER BEEN INVOLVED IN ANY CRIMINAL OFFENCES’!

The ICO have advised that only a court order can now legally compel release of my personal data.

WHY?

The PREVENT referral was actioned and closed within 3 days due to lack of merit. I am evidently NOT a terrorist.

What is Russell hiding?

I also wrote to the Chief Constable of Hampshire Constabulary, Alexis Boon on the 17^th March, 2026 making substantial complaints relating to serious issues.

On the 25^th September, 2022 I was visited by Hampshire Constabulary at my home and offered ‘words of advice’. The actual related records of ‘occurrences’ retained on Hampshire Constabulary’s local database from that time FALSLY accuse me of committing offences of ‘unwanted contact’, ‘harassment’ and ‘stalking’.

I have made 3 separate complaints over time, referenced as CO********, CO******** and CO********* disputing these legitimacy of these ‘offences’. In a letter dated 2 April 2025, ‘Professional Standards’ claim that ‘matters were addressed in your previous complaint/s’.

The truth is that ‘matters addressed’ NEVER accounted for the FALSE accusations.

The ‘contact’ made by me could NEVER have been reasonably considered ‘unwanted’ as no instructions were ever relayed to me by my accuser NOT to make ‘contact’.

I NEVER ‘harassed’ my accuser. Any ‘reasonable’ person would have agreed that my ‘contact’ was sent in good faith in order to determine what had gone wrong in therapy AND in accordance with advice offered by my accuser’s regulatory board, the HCPC.

The accusation of ‘stalking’ is made completely without foundation. I NEVER ‘stalked’ my accuser. I believe either my accuser LIED to police or that the police were lazy with their use of the word ‘stalking‘ ( 4********** ).

Hampshire Constabulary has gone further, recording all 3 occurrences under a category heading of ‘VIOLENT & SEXUAL OFFENCES’ for at least 10 years or until I am 100 years old because, apparently, I am a ‘risk’.

I have NEVER committed ANY ‘VIOLENT’ or ‘SEXUAL OFFENCES’!

I maintain the unshakable belief that my accuser cynically used the state power of the police to intimidate me so as to avoid professional accountability.

I CANNOT afford the ‘judicial review’ suggested by ‘Professional Standards’ and CANNOT find a solicitor who works using LEGAL AID provision and who also is not already working at ‘capacity’.

Chief Constable of Hampshire Constabulary, Alexis Boon has completely ignored my email to him.

I am requesting, AGAIN, that Hampshire Constabulary removes ALL false, discriminatory and psychologically damaging information about me from their local database.

The contentious referral of me to PREVENT in June, 2025 was made in response to my expressed intention to PEACEFULLY PROTEST the false, discriminatory and psychologically damaging information about me from Hampshire Constabulary’s local database.

The refusal to remove this information has exacerbated existing mental health issues including Complex-PTSD and suicidal ideation and kept me a patient at CMHT The Bridge Centre, Basingstoke. I have been made a monster, become socially isolated, deprived of employment opportunities that require enhanced DBS checks and denied access to any future intimate adult relationships. My life has been radically diminished.

This is unjust and unacceptable.

It should be noted that I have also previously protested against the false, discriminatory and psychologically damaging information retained on the local Hampshire Constabulary databases by way of 3 hunger strikes. I am planning further action commencing this September and do not rule out further hunger strikes and protest outside seats of government, police stations and news broadcasters such as Sky News, GB News and the BBC risking my health and potentially my life.

Hampshire Constabulary will have to contend with me sooner rather than later. I will NOT be ignored.'
