Yesterday I received an email from Dovlet Seyidov, Case Team Manger at the Health and Care Professions Council ( HCPC ), regarding my ‘fitness to practice’ complaint against their registrant, Sally Mungall.
‘Dear Mr Stock,
I am responding to your email dated 16 November 2025 where you asked: “Am I still able to provide a list of documents and dates they were sent to ensure you have ALL the evidence that I submitted?”
The answer to the question is yes. Please submit these when possible.

Case Team Manager - Investigations, Fitness to Practise’
The HCPC have previously advised me that a document has been drafted and the case will then be heard by the Investigating Committee Panel on 11 February 2026. The document, however, only addresses parts of my complaint and I am now arguing that the FULL ‘scope’ of my complaint be heard by the Investigating Committee Panel.
It is now obvious to me that the HCPC has not even seen ALL of the evidence submitted by me. My own efforts to secure information, documents and evidence was obstructed by Sally Mungall’s clinical and or managerial cohorts and the incompetence of the Patient Advisory Liaison Service of the Sussex Partnership NHS Foundation Trust who investigated my complaints during the summer of 2022. This meant that I was unable to pass on all information, documents and evidence at the time of my original complaint in October, 2022.
The evidence was submitted by me to the HCPC over the proceeding years. ( I am still uncovering evidence. ) A large proportion of the evidence submitted was never acknowledged by the HCPC at the time.
I wanted to be certain that the HCPC have ALL the evidence at their disposal.
I have just discovered that my email archives of ‘Sent Items’ have been deleted up until 12/12/2024. This means that I will now need to collect ALL the documents previously sent to the HCPC and resend to ensure that they have ALL the evidence that I have submitted.
I will also take the opportunity to cross-reference ALL the evidence with the ‘standards of conduct, performance and ethics’ of the HCPC to support my argument that the FULL ‘scope’ of my complaint be heard by the Investigating Committee Panel.
This involves quite a lot of work from me over the next three weeks and will likely take up all of my spare time. Because of this I will not be posting any further entries to my blog until after the 22nd December, 2025.
