This statement made by Phillip Angell is particularly relevant to me as the PREVENT referral debacle continues to plague my life.
The actual PREVENT referral was instigated by former Head of Nursing at CMHT, The Bridge Centre, Stubbington within THREE DAYS last June. It has now been EIGHT MONTHS, almost to the day, since that referral was made yet I am still being obstructed in my efforts to hold Gemma Stubbington to account.
The Designated Safeguarding Lead of Hampshire & IOW Healthcare Trust ( likely Susan Corley, head of the Safeguarding Board ) was also involved alongside James Howard, the police mental health liaison officer.
The process of holding Gemma Stubbington and Susan Corley to account includes securing access to records.
Sadie Bell, the Director of Information Governance at the Trust, is STILL withholding my personal data.
James Howard, 12923, hasn’t even acknowledged the set of PREVENT related questions forwarded to him in an email sent TWO WEEKS ago.
Jason Russell, Senior Manager at the Joint Information Management Unit of Hampshire Police, remains contemptuously aloof while continuing to refuse access to my personal data.
Thankfully, I am being assisted by Paula Flanagan, Lead Case Officer at the Information Commissioners Office. The following is an extract from Paula’s email received two days

I have read all of the information again on your case file. Based on this, I emailed Jason Russell and asked them to provide the name and full contact details of Hampshire and Isle of Wight Constabulary's Data Protection Officer. I have drafted a letter ready to send to them in relation to your concerns and I hope to be able to email this over to them by the end of this week.
Our enquires into your concerns remain ongoing and I am giving them priority. Once we have all the information we need in relation to your concerns about Hampshire and Isle of Wight Constabulary it will help with our assessment of your complaint about Hampshire and Isle of Wight Healthcare Trust…

So, Hampshire Police have their grubby fingers all over this issue. Jason Russell still seems determined to thwart and frustrate me despite being pulled up TWICE previously for his professional incompetence, first by the ICO and then again by me.
In the meantime I note that the ICO has carried out a follow up of the data protection audit performed at Hampshire & Isle of Wight Constabulary and Thames Valley Police, specifically the ‘Health Sector’ with its consent on the 11th November 2025 but I don’t know if any enforcement notices were issued as a result of that audit. A neighbouring police force made the news back in 2024.
‘Surrey Police has been issued an enforcement notice after it "repeatedly failed" to reply to Freedom of Information (FOI) requests.
The Information Commissioner's Office (ICO) says it has handed the force the notice over its backlog, with one outstanding request made in 2022. Requests are expected to be replied to within 20 working days.
The force must come up with an action plan and risks being held in contempt of court if it does not act, the ICO said.
The ICO said the force's compliance rate for answering FOIs declined by 15% in 12 months, from 69% in 2023 to 54% in 2024.’ - Bob Dale BBC News, South East Published 13 September 2024
Hampshire Police STILL retains false, discriminatory and psychologically damaging information about me on their database following their involvement in CAMHS art therapist, Sally Mungall’s report of me back in September, 2022.
Three occurrences still remain on the Hampshire Police database that FALSELY accuse me of ‘making unwanted contact’ with, ‘harassment’ of and ‘stalking’ Sally Mungall. Those accusations are currently filled under a further heading of ‘VIOLENT AND SEXUAL OFFENCES’ and are to be retained until at least 2032 and possibly until I am dead.
I have complained to Hampshire Police Professional Standards and the Office of the Police Commissioner for Hampshire.
I have protested by way of FOUR hunger strikes!
My further protest by way of demonstration outside Parliament, Downing Street and Trafalgar Square last June incurred the ludicrous referral to PREVENT!
WHERE IS MY FUCKING RIGHT TO JUSTICE?
I am about to commit myself to further protests.
My NEW CAMPAIGN of further protests, long delayed by the PREVENT debacle, will soon begin in earnest.
Before it does I will write AGAIN, to the Command and Chief Constable hierarchy within Hampshire Police, copying in Luke Murphy MP, the Home Office, the Ministry of Justice, the Information Commissioner’s Office along with the national press alternative media outlets and legal entities throughout the UK.
I have a meeting with Darren Humphrey, Director of Quality and Professions Mid and North for HIOWH Trust at the Bridge Centre on the 25th February to go over serious issues relating to my medical records. These issues are related to the PREVENT referral AND the ongoing problems related to CAMHS art therapist, Sally Mungall and will probably influence the detail and tone of what I write in my letter to the Command and Chief Constable hierarchy within Hampshire Police.
I will publish that letter here later next week.
My NEW CAMPAIGN WILL make the entirety of the account of my journey through mental health services in Basingstoke, with particular reference to the disturbing and truly harrowing experiences with two NHS Foundation Trusts and Hampshire Police, a national news event.
