The ‘Outcome Letter’ from the Independent Commissioner’s Office had arrived by email on the afternoon of the 15th April. I published that ‘Outcome Letter’ in my previous ‘Latest Issues’ post. I was encouraged by their findings following the investigation into my complaint about the Trust and the handling of my access to records requests. This was the opportunity to renew my request for my personal data in relation to the referral of me to Prevent. I wrote the following email to Sadie Bell, the Director of Information Governance at Hampshire & IOW Healthcare Foundation Trust later that same afternoon,
‘Dear Sadie,
I spoke to Paula Flanagan, Lead Case Officer at the Information Commissioner's Office, earlier this morning about my complaint against you and the Trust.
I have received the attached ICO Outcome letter which is highly critical of your handling of my subject access request. Paula's letter effectively dismantles your rationale for refusing my subject access request for all my personal data in relation to the contended referral of me to Prevent by Gemma Stubbington and the Trust last June.
Your attempt to deny my access to records using exemption 'Schedule 2 Part 1 Para 2 (1) a-c of the DPA 2018' has been successfully challenged and proven unlawful.
Your attempt to deny my access to records using exemption 'Schedule 2 Part 3 Para 18' is self-defeating and should be withdrawn. This exemption is being used, ostensibly, because it is deemed necessary
'where disclosure would likely cause serious harm to the physical or mental health...'
of me.
I am making a clarifying, legal statement here, in writing, that use of the exemption 'Schedule 2 Part 1 Para 2 (1) a-c of the DPA 2018'
absolutely WILL cause serious harm to my mental health and almost certain serious harm to my physical health.
If you continue to deny my access to the records that I have requested, then YOU will push me into decisions and actions that have irrevocable consequences for me.
I am, AGAIN, requesting access to ALL records relating to Gemma Stubbington's contended referral of me to Prevent on the 18th June, 2025.
ALL records includes EVERYTHING recorded between Gemma Stubbington and the Safeguarding Board of the Trust, with Susan Corley, with Catherine Barber and Becky Lloyd ( safeguarding nurses identified by Darren Humphrey during my meeting with him on the 8th April, 2026 ) the Designated Safeguarding Lead if the DSL is not Susan Corley and with any and all police representatives and or authorities, including James Howard 12913, and including the evidence of the advice given by the police ( as acknowledged by Darren Humphrey during my meeting with him on the 8th April, 2026 ).

Sadie Bell replied on Friday, the 17th April,
‘Dear Mr Stock
I acknowledge receipt of your email and would like to confirm that our position remains unchanged, as set out in my email of 6 February 2026, which I have attached for ease of reference.
I have reviewed the letter sent to you by Paula. In relation to the exemptions applied on 6 February 2026, her correspondence does not overturn or amend these, as she has stated “these exemptions may be appropriate in the context of Prevent-related safeguarding.” This is consistent with our previous position, and the exemptions remain in place…’
So, Sadie Bell, on behalf of the Trust, still refuses to disclose my personal data in relation to the contentious referral of me to Prevent.
What the actual fuck are the Trust still attempting to hide?
Darren Humphrey, Director of Quality and Professions - Hampshire and Isle of Wight Healthcare NHS Foundation Trust, has already admitted that I should not have been disclosed the actual Prevent forms completed by the referrer, Gemma Stubbington. Disclosure of those completed referral forms was an obvious embarrassment to the Trust as Darren was forced to admit serious shortcomings in Gemma Stubbington’s reporting. Further falsifying of entries made by Gemma Stubbington still remain unaccounted for.
WHAT ELSE IS ON RECORD THAT HAS BEEN FALSIFIED?
I was suspected of being a terrorist or being susceptible to radicalisation. That’s the whole fucking rationale for a referral to Prevent though IF DARREN HUMPHREY HAS ADMITTED THAT THE REFERRAL OF ME TO PREVENT WAS NOT IN RESPONSE TO ANY PERCIEVED INTENT ON MY PART TO PLAN OR TO COMMIT A TERRORIST ACT and IF DAWN JENKS DC 25487, PREVENT OFFICER FOR HAMPSHIRE COUNTER TERRORISM ASSESSED MY REFERRAL AND CLOSED IT UNDER SUPERVISION WITHIN THREE DAYS, WHY WILL NOBODY RELEASE MY PERSONAL DATA?
Hampshire Police are also denying me access to my personal data relating to the Prevent referral.
What the actual fuck are Hampshire Police still attempting to hide?
Both the Trust and Hampshire Police are currently denying me access to my personal data using GDPR exemptions that suggest that I am somehow guilty of a criminal offence where absolutely none has been identified.
I now need legal assistance to get to the truth, to access all my personal data and take individuals and institutions to court.
The advocacy group, Prevent Watch, had asked me to provide as much information about my referral to Prevent by the end of a January, 2026 latest deadline so they could pass my case to their own appointed lawyers for consideration.
On the 16th April, 2026, after eleven weeks complete silence, I was contacted by Dr Layla Aitlhadj, Director at Prevent Watch…
