
I have just sent the following email to the office of Basingstoke MP, Luke Murphy
Dear Aideen,
Thank you for your email dated 8th May, 2025.
I gratefully accept Luke’s kind offer to write to the PHSO to review the concerns that I have raised.
I have already forwarded my concerns to various other government agencies including the Health and Social Care Committee ( HSCC ) and the Public Administration and Constitutional Affairs Committee (PACAC). I have previously supplied evidence to the HSCC to support their inquiry into Community Mental Health Teams on the 2nd February and invited them to follow my blog at www.fourandtwentydeadcrows.com.
Over the last week I have been reading about the PACAC renewing its calls for legislative reform of the PHSO published 4 March 2024 just four months prior to the last General Election.
The article highlighted above concludes with the Public Administration and Constitutional Affairs Committee Chair, William Wragg MP statement, “As we have done annually for many years now to no avail, we are once again calling on the Government to bring forward what is now very long-overdue legislative reform of the PHSO, so that it can provide the level of service the public requires from it.
Given the necessity of PHSO reform, we urge all political parties to include a commitment to reforming the legislation relating to the PHSO in their election manifestos ahead of the next General Election.”
The Labour Party have now been in government for over nine months. I believe that this is the right time for Luke and his party to make that commitment. The following link to the committees ‘written evidence’, gathered at invitation makes for compelling, if somewhat sobering reading.

I am determined to hold CAMHS Bramblys Drive, Basingstoke and the wider Sussex Partnership NHS Foundation Trust to account. The PHSO, in their current incarnation, obstinately refuse to investigate my complaint in the robust and forthright manner that I believe it deserves. I put it to you that the PHSO is willfully and cynically refusing to make full use of its power and authority. It is my firm belief that this is a political strategy, tacitly understood by ALL NHS Trusts and baked into the formal complaints process. I put it to you that ALL NHS Trusts understand that the PHSO will, by way of a nod and a wink, divert a significant proportion of service user complaints away from rigorous investigation and or refuse to uphold legitimate and righteous complaints altogether.
Luke is already aware of the serious damage done to my mental wellbeing and reputation following the actions of clinicians and leadership staff working out of CAMHS Bramblys Drive, Basingstoke and the wider Sussex Partnership NHS Foundation Trust. The psychological distress caused is pervasive and likely permanent. None of those responsible for clinical abuse and neglect have so far been held to account. All of those regulatory agencies and government charged with holding individuals and institutions to account are protecting those that harm and neglecting those that have been harmed.
Before Luke actually formulates a response to the PHSO on my behalf, I would urge him to read the witness evidence and to call for a commitment to reform the PHSO in Parliament. I would also ask him to raise my case in Parliament.
I will also be formulating my own personal response to the PHSO before the end of the calendar month deadline. I can send this response separately or jointly with Luke’s own response. I intend to have compiled my own personal response ready to post by Friday 16th May 2025.
I will also reiterate my own commitment to protest against the PHSO, along with my protests against Hampshire Constabulary due to recommence next month. I will be protesting by way of theatrical stunts outside the House of Commons, alongside other significant locations around London. I may extend those protests to Basingstoke and Arundel Road, Worthing. Once I have a public audience, hopefully in the millions, I will recommence my hunger strike and take that particular protest to its ultimate and irreversible conclusion. I am determined to make a national news story of my case. My life has been taken from me. I want it back. I currently have nothing else to lose.

Dear Mr Stock,
I have now had the opportunity to read over the contents of your latest letter and I have seen nothing to suggest our initial decision to withdraw your complaint was incorrect.
As I explained to you on several occasions, our organization needs to take a proportionate approach to any investigation we undertake. In your case we were unable to agree a investigation scope and that was the reason we decided to take no further action.
I appreciate you have several outstanding questions and points you would like the Trust to answer, but again, as I have tried to explain this is not something our office can achieve for you.
I am sorry you are unhappy with our decision, but I am satisfied we have reached the correct decision at this stage.

I WILL be forwarding my formal feedback by the 16th May, 2025, well within the month deadline advised by your office.
I WILL be taking further action against YOU and your office.
Your office has FAILED to hold CAMHS, Bramblys Drive Basingstoke and the wider Sussex Partnership NHS Foundation Trust to account. Your office is continuing to enable clinical negligence, clinical abuse and possibly individual and institutional corruption. Your office completely overlooked my case for over a year. You were only appointed 'senior' caseworker TWENTY-SEVEN MONTHS after my complaint was originally made in September, 2022. You and your office have treated me with disdain, indifference and contempt.
I will continue to forward all 73 unanswered questions that you and your office are refusing to forward to the Trust, to all pertinent government bodies and individual politicians and publish those same 73 unanswered questions widespread across social media.
I WILL be taking this same story to the national press and call for the radical legislative overhaul of the PHSO, as suggested by the Public Administration and Constitutional Affairs Committee in its report on the performance of the Parliamentary and Health Service Ombudsman (PHSO) from 2022-2023.
I WILL petition for legal aid to challenge you and your office.
I WILL recommence protest by way of hunger strike commencing next month and, if necessary. take that protest to its ultimate and irreversible conclusion.
I have been robbed of life and liberty by clinicians and leadership at CAMHS, Bramblys Drive, Basingstoke and the wider Sussex Partnership NHS Foundation Trust and their cynical and vexatious use of Hampshire Constabulary. I have absolutely NOTHING left to lose.
You and your office WILL, sooner or later, reckon with me.
