LATEST ISSUES 7th April, 2026

I have just lodged yet another complaint with the Independent Office for Police Conduct, for what it's worth.

The following is an extract

'The whole debacle began earlier when Gemma Stubbington of Hampshire & IOW Healthcare Foundation Trust began making preparations for referring me to Prevent. She contacted police mental health liaison, James Howard 12913, by email asking for advice. Howard 12913 responded, by email, on the 17^th June, 2025 at 14.00 with advice to complete a CPI ( Community Partnership Information ) form and forward to the Intel Team. The Prevent referral was wholly inappropriate. The referral was actioned, assessed and closed within three days last July. I have been trying to hold all concerned to account ever since but everyone, including Gemma Stubbington, the Safeguarding Board of the Trust and Hampshire Police are cynically avoiding accountability. I have requested access to records that relate to the Prevent referral, held by the Trust and by Hampshire Police but those requests have been denied. I am convinced that the Trust is using 'lawfare' to deny my access to my personal data and is collaborating with Hampshire Police to withhold information that might be used as evidence of wrong doing. I did manage to secure the actual Prevent referral form completed by Gemma Stubbington and noted that she included FALSE information about me on the form. THIS IS EVIDENCE OF CORRUPTION. The use of 'lawfare' by the Trust IS EVIDENCE OF CORRUPTION. I have made multiple requests, since September 2025, of Gemma Stubbington that she explains the FALSE information that she included on the referral. She has refused to explain. Gemma Stubbington claims that Hampshire Police advised her to make the Prevent referral but there is no record of such advice.  My medical records confirm that Howard 12913 advised Gemma Stubbington only to complete the CPI form. The CPI form clearly states that it is NOT a referral form. Gemma Stubbington is either confused or lying. I have since requested that Howard 12913 answer questions about his involvement. I submitted my questions in a politely worded email on the 5th February, 2026. Howard 12913 has NEVER even acknowledged my enquiry, despite multiple follow up requests in writing and through my care coordinator at CMHT The Bridge Centre, Basingstoke. What is the point of a police mental health liaison if it doesn't even liaise?

I have made multiple requests for my personal data relating to the Prevent referral to Jason C2093, Senior Manager for Public Access, JIMU, Hampshire Police. Russell C2093 has proved himself incompetent. His first refusal of my request for my personal data was successfully challenged by the Information Commissioners Office. His second refusal was successfully challenged by ME when I made him aware of the relevant application of GDPR law available on the ICO website. His last refusal was backed by an apparent exemption ‘Part 3 DPA 2018 of Section 45(4)(b)’. That exemption only applies when it is ‘a necessary and proportionate measure to prevent, detect, investigate, or prosecute criminal offences.’ I AM ADAMANT THAT I HAVE NEVER BEEN INVOLVED IN ANY CRIMINAL OFFENCES’!! The ICO have challenged Russell C2093 and his refusal but do not have the legal power to take my complaint any further. The ICO have advised that only a court order can legally compel release of my personal data.

On the 17th March, 2026 I forwarded an 'OPEN LETTER' to cohorts within Hampshire Police and the Trust, including Alexis Boon QPM, the Chief Constable making substantial complaints but heard nothing further beyond Tanya Smith, Office Manager, Chief Officer Group and her advisement 'I can confirm you letter has been received and logged with our Public Complaints Department. They will respond in due course' sent to me on the 19th March, 2026.

My FIRST COMPLAINT is against Howard 12913. The man is unprofessional and rude. I would like him to answer my questions so that I can establish the facts surrounding his involvement in the wholly inappropriate referral of me to Prevent.

My SECOND COMPLAINT is against Russell C2093. The man is incompetent. I believe he is unnecessarily refusing access to my personal data. If the referral to Prevent was actioned, assessed and closed within THREE DAYS last July then there is NO reasonable justification for denying me access to my personal data. If Russell C2093 truly believes that I am somehow guilty of a criminal offence then he or somebody with authority within the force needs to explain to me so that I can challenge the veracity of any such recorded criminal offence.

The wholly inappropriate referral of me to Prevent was made in response to my written statement of intent to peacefully protest Hampshire Police for historic injustices. I am led to believe that Hampshire Police STILL retain FALSE information about me on their database following a spurious allegation made against me in 2022.

I AM DEMANDING FULL ACCESS TO ALL MY PERSONAL DATA HELD BY HAMPSHIRE POLICE IN RELATION TO THE REFERRAL OF ME TO PREVENT.

I want access to all information so that I can present to solicitors and or lawyers for consideration.

AT SOME POINT IN THE FUTURE I WILL BE REQUESTING THAT ALL INFORMATION RELATING TO THE REFERRAL OF ME TO PREVENT IS REMOVED FROM ALL DATABASES.

My THIRD COMPLIANT is against Tanya Smith, Office Manager, Chief Officer Group. I had addressed my ‘OPEN LETTER’ to Alexis Boon QPM, the Chief Constable of Hampshire Police. I did not address that ‘OPEN LETTER’ to a complaints bureau or bureaucrat. I would like Alexis Boon to personally oversee my serious concerns and address my complaints.

HAMPSHIRE POLICE HAVE MADE MY LIFE UNTENABLE FOR ALMOST FOUR YEARS. IF APPROPRIATE ACTION ISN’T TAKEN SOON THEN THERE WILL BE AN IRREVOCABLE EVENT. I suggest you read my ‘OPEN LETTER’ dated 17^th March, for details.'

I am being pushed slowly and inexorably into a very dark corner.
