Published below is yet another letter written to Hampshire Constabulary. Coincidently, I received a response from the Independent Office for Police Conduct at the same time. I note, without real surprise, the IOPC apology for delay in respondiing to my letter of enquiry first issued on the 23rd of July. 2026. The IOPC is currently experiencing a high volume of enquiries. A second response from them today confirmed
'We are receiving a high number of emails, and we aim to respond to you within 50 working days. However, it can sometimes take longer than this to respond appropriately.'

It is exactly 6 CALENDER MONTHS since I originally forwarded my letter of complaint about Hampshire & IOW Constabulary directly to the office of Alexis Boon.
You replied to me two days later on Thurs, 19th March, 2026

I have written to you SEVEN TIMES since but received no communication from your Public Complaints Department and no further replies from you.
I originally wrote to Alexis Boon because I had previously been ignored by your Public Complaints Department following earlier UNRESOLVED complaints made by me.
Earlier today I received the following reply from the IOPC,
‘Dear Mark Stock,
Thank you for contacting the Independent Office for Police Conduct (IOPC). We acknowledge receipt of your 2 emails dated 23 July 2026 and 25 August 2026. The case reference number is 2026/014371, which you should quote in all future correspondence.
We are completely independent of the police service and are responsible for making sure that the police complaints system in England and Wales works effectively and fairly.
We apologise for the delay in responding to you, we are currently experiencing a high volume of enquiries.
In your emails, you discuss a complaint which you have made against Hampshire Constabulary.
Please be aware, the Professional Standards Department (PSD) of Hampshire Constabulary deal with complaints against the force in the first instance.
Your complaint appears to be ongoing currently with the force’s PSD.
Please note that the IOPC has limited involvement in ongoing complaints handled by the police force’s PSD. If you have an ongoing complaint being handled by the PSD and want to ask for an update, provide further information, or express any concerns or criticisms, you should contact the PSD directly.
The vast majority of police complaints are dealt with by the PSD themselves. It is only when a complaint hits certain mandatory referral criteria as stipulated in the legislation that a complaint is referred to the IOPC to determine a mode of investigation and potentially undertake an independent investigation. There is a high threshold for complaints to hit this referral criteria. This includes incidents such as a police shooting, a death in police custody and a serious sexual assault by a police officer.
The PSD will make the assessment to determine whether a complaint hits the referral criteria. They will refer any complaint to the IOPC which meets the mandatory referral criteria.
A complainant may have the right of review at the end of this process if they remain dissatisfied with the actions taken by the PSD. The relevant body to deal with the review (either the local policing body or the IOPC) is dependent upon the allegations raised in the original complaint. The IOPC would be the relevant review body if the initial information provided, if proven, was such that criminal or misconduct proceedings were justified.

Independent Office for Police Conduct (IOPC) ‘
My complaints, already submitted on multiple occasions, are twofold.
FIRSTLY
Hampshire and Isle of Wight Constabulary, have refused to remove false information under my name held on their database in compliance with the Data Protection Act 2018 2018 c. 12 46Right to rectification https://www.legislation.gov.uk/ukpga/2018/12/part/3/chapter/3/crossheading/data-subjects-rights-to-rectification-or-erasure-etc/enacted
The false information, held under ‘occurrences 4********42, 4********19 and 4********62’, accuses me of 1) making unwanted contact, 2) harassment and 3) stalking.
I did NOT make ‘unwanted contact’. How can anyone make ‘unwanted contact’ with anyone else unless they have already been informed that contact is ‘unwanted’? My accuser had NOT requested that I make no contact.
I did NOT cause ‘harassment’. ‘Harassment’ is defined in law as ‘1Prohibition of harassment. (1)A person must not pursue a course of conduct—(a)which amounts to harassment of another, and (b)which he knows or ought to know amounts to harassment of the other.’ My contact with my accuser was polite and reasonable and in accordance with the ‘Standards and Ethics’ of the regulatory board to which my accuser belongs and is obliged to follow. My polite and reasonable communication even stated, explicitly, that I would make no further contact with my accuser if my contact made them feel uncomfortable and they advised or informed me as such. Additionally, PC A Lowe 17010 advised me, in writing on the 12th October, 2022, ‘This was not a harassment warning, PC Newsted attended your address to request that you make no contact with Sally, there was no further action taken following this.’ I made NO contact with my accuser after this. How can I be accused of ‘harassment’ if I did not even receive a harassment warning?
I did NOT ‘stalk’ my accuser. This is the most egregious accusation because it completely without foundation. I CATAGORICALLY deny ‘stalking’ my accuser. I have made repeated requests for evidence of ‘stalking’ from either the police or indirectly from my accuser. No evidence has EVER been offered. There is NO evidence because I never did anything even remotely construed as ‘stalking’. I have NEVER ‘stalked’ my accuser. I have NEVER ‘stalked’ anyone, ever.
The ‘harassment’ and ‘stalking’ accusations are particularly grievous because they carry serious consequences including custodial sentencing. Hampshire and Isle of Wight Constabulary want to retain records of such accusations for at least 10 years or until I am 100 years old. This is an untenable and unjust burden on me, affecting my rights to employment opportunities that require enhanced DBS checks, my rights under Article 8 of the ECHR ( My right to private and family life ), maligning my good reputation and contributing to the spiralling decline in my mental health and exacerbating suicidal ideation.
I put it to you that my accuser, CAMHS ‘art therapist’ lied to police and or Hampshire and Isle of Wight Constabulary failed to establish the facts surrounding the case leading to the visit by PC Newstead to my address on the 25th September, 2022 and or Hampshire and Isle of Wight Constabulary were lazy with their recording of events and careless with the accusations made against me.
The proper line of enquiry would have led to police advising Sally Mungall to notify me that she did not want further contact from me.
SECONDLY
Following my stated intention to peacefully protest the decisions highlighted above, I was cynically accused of terrorism and or being subject to extremist ideology and referred to the government’s counter-terrorism program, PREVENT. The referral was made risible by the swift processing of the referral and immediate closure by Prevent Officer Dawn Jenks DC 25487.
My own subsequent investigation discovered the referrer, Gemma Stubbington of Hampshire & IOW Healthcare Foundation Trust, had used false information to justify the referral. It was claimed by the Trust that the police advised Gemma Stubbington to go ahead with the referral though they refused to divulge information to prove this claim. I complained about the Trust to the Information Commissioners Office. The ICO issued the Trust with an ‘infringement notice’ but advised me that they had no legal power to compel release of my personal data and to seek redress through the courts.
I requested my personal data relating to the Prevent referral from Jason Russell, C2093, Manager at the Joint Information Management Unit of Hampshire Police. Jason Russell refuses to release my personal data. According to the exemption applied by Jason Russell, I am being denied access to my personal data relevant to the referral because Hampshire Police believe me to be subject to the ‘prevention, detection, investigation or prosecution of criminal offences’ and or that I am subject to the ‘execution of criminal penalties’. WHAT CRIMINAL OFFENCES DOES HAMPSHIRE POLICE SUSPECT ME OF?
I also wrote a letter to police mental health liaison, James Howard 12913, on the 5 February, 2026, asking questions about his involvement in the referral. My medical records confirm that he advised Gemma Stubbington to complete a Community Partnership Information form (AD362) on the 17th June 2025. Community Safety Partnerships Community Safety Partnerships (CSPs) were introduced by Section 6 of the Crime and Disorder Act 1998 and bring together local partners to formulate and implement strategies to tackle crime, disorder and antisocial behaviour in their communities. WHAT CRIME, DISORDER OR ANTI-SOCIAL BEHAVIOUR DID JAMES HOWARD SUSPECT ME OF? Police mental health liaison, James Howard has never answered my reasonable and polite questions. James Howard 12913 has never even bothered to acknowledge my letter.
I firmly believe that Jason Russell and James Howard are complicit in covering up wrong-doing by Hampshire & IOW Healthcare Foundation Trust AND wrong-doing by Hampshire Constabulary.
I was wrongly referred to PREVENT. That referral is NOT without consequences for me as the information about the referral is now being held by multiple government agencies for up to SIX YEARS!
I AM DEMANDING ACCOUNTABILITY.
Information Governance at the Trust have used lawfare to obstruct my rightful access to my personal data.
THE MANIPULATION OF INFORMATION FOR POLITICAL GAIN IS OTHERWISE KNOWN AS CORRUPTION.
My intentions going forward.
I will NOT back down from these issues. I cannot back down. I refuse to live with these lies and the threat that they continue to imply.
The 25th September, 2026 will mark the FOURTH ANNIVERSARY since I was visited at my home by PC Newstead. My life has been rendered intolerable by the decisions made by Hampshire Constabulary and I have been falsely accused of gross offences and pushed to the brink of suicide as a result. I have been in the care of the Community Mental Health Team ever since and see no hope of recovery. I want my life back.
Several months ago I made plans to end my life on the fourth anniversary of PC Newstead’s visit to my home. All my protests had fallen on deaf ears
More recently I had the idea to make a video documentary about my harrowing experiences with mental health services and the police in Basingstoke. I will set out a scathing appraisal of mental health services, the Parliamentary Health Service Ombudsman, Hampshire Police and regulatory bodies including the Health and Care Professions Council. I intend to lay bare the clinical neglect, professional malpractice and outright corruption of named individuals and institutions, filming on location around Basingstoke and Central London, Hampshire Police Headquarters and the HCPC at Park House, Kennington Park Road. Everyone highlighted will be given the right to reply and an opportunity to be interviewed. This documentary will be published online through social media and be offered to all the major media networks. The documentary may also introduce a regular podcast focusing on mental health issues and art therapy in particular.
If and when I attract a sufficiently large enough audience I will consider recommencing another hunger strike. I have protested Hampshire & IOW Constabulary by way of THREE previous hunger strikes but the police have so far been unmoved. I believe further protests will carry political weight if observed by a nation-wide audience of thousands, if not hundreds of thousands. I am willing to risk my life in order to secure justice.
You can avert this by advocating for the removal the false information held under my name AND by holding individuals to account for the contentious referral to PREVENT.
