The following email threads relate to recent communications with the Health and Care Professions Council, the Parliamentary Health Service Ombudsman and the office of my recently elected MP for Basingstoke, Luke Murphy.

 

It should be noted that it has been over TWO YEARS since I first lodged a ‘fitness to practice’ complaint with the Health and Care Professions Council with respect to their registrant, Sally Mungall. I have had NO contact from caseworker, Cleo Fearon, since her last email of the 15th January, 2024, despite multiple requests for an update on progress of the complaint. The email thread included below demonstrates that the HCPC are continually failing to meet their own standards in responding to my enquiries.

 

It should also be noted that it has been over TWO YEARS since I first lodged a formal complaint with the Parliamentary Health Service Ombudsman against CAMHS, Bramblys Drive, Basingstoke and the wider Sussex Partnership NHS Foundation Trust. The PHSO completely overlooked my case for over a year between September 2022 and October 2023 before former MP for Basingstoke, Maria Miller wrote to the CO of the PHSO on my behalf. Since then there have been numerous unprecedented delays in processing my complaint. PHSO representative, David Jagiella-Brown, confirms in his email of the 25th September confirms that I have currently NOT been allocated a caseworker. There is no indication as to when a new caseworker will be allocated.


The statutory regulator, the Health and Care Professions Council is charged with responsibility to protect the public by regulating health and care professionals in the UK while the independant complaints body, the Parliamentary Health Service Ombudsman, is responsible for considering complaints made by the public against government departments and public authorities, including the NHS. I have no real idea at the time that I write these words if either of these institutions are properly serving the UK public but what I do know with absolute certainty is that my daughter and I are being failed, catastrophically by both.

I have not received any communication from Ewan Shears or any other representative from the HCPC via email or telephone since sending the following email

Thank you for your email. I am sorry to hear of the lack of communication. The email you sent to FTP in July and in which you copied in Feedback was not responded to from Feedback as this was a clear email to FTP for an update. I did at the time chase for an update to be sent to you, so I apologise this did not happen. I have now logged your email as a complaint and I have asked a Senior Manager in the Fitness to Practise department to investigate the matter and respond to you.

 

In accordance with our complaint process, we should reply to you in 15 working days, but we will aim to do so sooner.

Recent communication with the Parliamentary Health Service Ombudsman

Dear David,

Thank you for your email.

I have not had access to my emails for around 10 days, which is why I am only just now acknowledging your update on the progress of my complaint.

I patiently await allocation of a new caseworker but be advised that I am now in the process of raising public awareness of my issues with CAMHS, Bramblys Drive, Basingstoke and the wider Sussex Partnership NHS Foundation Trust along with other NHS healthcare providers and mental health service providers here in Basingstoke, regulatory and other oversight bodies including the PHSO, through strategic campaigning through social media. I am reminded that it is now over two years since I originally made my complaint to the PHSO and I will be making much of my frustrations with your office in future posts to a nationwide public audience.

Dear Mr Stock

 

Thank you for replying to my email dated 28 August 2024. Following receipt of this I discussed your case with my manager. Your complaint was more complex than we had first though. As this is the case it will move to a senior casework team. I apologise for the delay this will cause in us actioning your complaint. At this moment you have not been allocated a new caseworker, but when you are they will contact you to discuss your complaint.

Dear Luke,

 

Thank you for your recent email reply to the issues raised in my ‘open letter’ dated 11th August, 2024.

 

I understand your current status as a newly elected member of parliament and accept that settling into your office and recruiting staff is taking time.

 

In the meantime I will be keeping you up to date with my position, particularly with regards to my social media campaign which is designed to raise public awareness of the issues raised in the afore mentioned ‘open letter’. When I feel I have reached a critical mass of widespread awareness, through all available social media platforms and drawn attention from the national press, I will recommence my hunger strike in protest at Hampshire Constabulary. It is difficult to judge when this critical mass will be achieved but I anticipate starting my hunger strike on the 6th January, 2025 at the very latest. This will also give sufficient time, 16 weeks in total, for you to raise my issues in parliament and with the relevant officials in the Home Office and the Ministry of Justice.

 

I reiterate my absolute commitment to carry my protest, by way of hunger strike, to its fatal conclusion, live throughout social media, if Hampshire Constabulary insist on retaining false, discriminatory and damaging accusations against me on their database.
