I have just compiled my latest 'Open Letter' to be shared with Hampshire Police, Hampshire & IOW Healthcare Foundation Trust and others by the end of this weekend after I have proof read what I have written. I am sharing this latest draft first with you, my readers.


 

OPEN LETTER

25th May, 2026

This updates my ‘open letter’ dated 17th March, 2026'

 

This is my latest ‘open letter’ in response to continued failure by Hampshire Police to remedy historic grievances dating back to September, 2022 following false allegations made against me in relation to CAMHS art therapist, Sally Mungall. Those grievances have been compounded by their involvement in the referral of me in June 2025 to the counter-terrorism initiative, Prevent. That referral was an irrational and ill-informed reaction to my expressed intent to peacefully protest against Hampshire Police.

There are two parts to this ‘Open Letter’.


The first part highlights failures by Hampshire Police to respond to my complaints.


The second part is in reaction to Darren Humphrey’s response letter dated 19th May, 2026 and his investigation report into my complaints against Gemma Stubbington and the Safeguarding Board, both at Hampshire and Isle of Wight Healthcare NHS Foundation Trust. In this part I reiterate my commitment to further protests scheduled to commence later this year.

 

FIRST PART

I forwarded my ‘open letter’ dated 17th March, 2026 directly to the Chief Constable for the Hampshire & Isle of Wight Constabulary, Alexis Boon. That ‘open letter’ was primarily an appeal to Hampshire Police, Hampshire and IOW Healthcare Foundation Trust and the Parliamentary Health Service Ombudsman following gross injustices and a call for appropriate and timely action to properly attend to historic grievances.

Two days later I received the following email

I can confirm you letter has been received and logged with our Public Complaints Department. They will respond in due course.

More than TEN WEEKS LATER and I have yet to receive a reply or even an acknowledgement from the Public Complaints Department OR Alexis Boon himself.


Then, later in early April 2026 I lodged a new complaint with Professional Standards at Hampshire Police about Senior Manager for Public Access, JIMU, Hampshire Police, Jason Russell C2093 and police mental health liaison, James Howard 12913, and their involvement in the contentious Prevent referral. Almost immediately I received the following by way of reply

… A copy of your form is attached to this email. Your complaint has been submitted to the Hampshire Constabulary and you should be contacted by them as soon as possible. We do not have any involvement at this stage and are not able to provide updates. If you have not heard from the police force in a timely manner, usually within three weeks, we would advise you to contact them by calling 101 or emailing them directly using the details listed below.

…The complaint system confirmation code is: *******.

More than SEVEN WEEKS LATER and I have yet to receive a reply or even an acknowledgement from their Professional Standards.

 

I have been informed by various authorities within Hampshire & IOW Healthcare Foundation Trust that Hampshire Police advised that I be referred to Prevent but Hampshire Police, through the Senior Manager for Public Access, JIMU, Hampshire Police, Jason Russell C2093, will NOT uphold my lawful access to my personal data relevant to the referral. Darren Humphrey informs me that he has seen evidence of that advice but I will have to ‘take his word’ on that. I am, apparently, not allowed access to that data!!


WHY THE FUCK NOT?


If the referral was actioned and closed under supervision by Dawn Jenks 25487 ( Date of referral – 18/06/25 Date of assessment completed – 04/07/25 Date Supervisor agreed closure – 07/07/25 ) then all suspicion, as laid out ‘ Prevent Duty Guidance: for England and Wales ( 2015 )’ is removed.

Jason Russell is denying my lawful access to my personal data relevant to the referral using the following exemption, ie ‘Section 45(4)(b) of the UKData Protection Act 2018(DPA).

‘Section 45(4)(b) of the UKData Protection Act 2018(DPA) allows authorities to restrict a person's "right of access" to their personal information under Part 3 (Law Enforcement Processing)’

It acts as a statutory exemption, commonly utilized by police and security agencies to withhold or redact information in Subject Access Requests (DSARs) if disclosure would prejudice the "prevention, detection, investigation or prosecution of criminal offences or the execution of criminal penalties". - james bruce Lawyer.


So, according to the exemption applied by the Senior Manager for Public Access, JIMU, Hampshire Police, Jason Russell C2093, I am being denied access to my personal data relevant to the referral because Hampshire Police believe me to be subject to the ‘prevention, detection, investigation or prosecution of criminal offences’ and or that I am subject to the ‘execution of criminal penalties’.


WHAT CRIMINAL OFFENCES DOES HAMPSHIRE POLICE SUSPECT ME OF?


I also wrote a letter to police mental health liaison, James Howard 12913, on the 5th February, 2026, asking questions about his involvement in the referral. My medical records confirm that he advised Gemma Stubbington to complete a Community Partnership Information form (AD362)  on the 17th June 2025.


Community Safety Partnerships Community Safety Partnerships (CSPs) were introduced by Section 6 of the Crime and Disorder Act 1998 and bring together local partners to formulate and implement strategies to tackle crime, disorder and antisocial behaviour in their communities.


WHAT CRIME, DISORDER OR ANTI-SOCIAL BEHAVIOUR DID JAMES HOWARD 12913 SUSPECT ME OF?


James Howard 12913 has never answered my reasonable and polite questions. James Howard 12913 has never even bothered to acknowledge my letter.


THIS DEMONSTRATES THE ABSOULTE FUCKING CONTEMPT WITH WHICH HAMPSHIRE POLICE HAS AFFORDED ME FOR ALMOST FOUR YEARS!!

 

 

 

SECOND PART

Darren Humphrey, the Director of Quality and Professions - Hampshire and IOW Healthcare NHS Foundation Trust investigated my complaints about the Prevent referral and I received a copy of his response on the 21st May, 2026. The response included the following


‘I had explained that the decision to raise a Prevent referral was justified based on risk factors known at that time, these included the following factors:

a)• You had expressed a dissatisfaction with public authorities, including the NHS and police.

b)• You had talked about having dark thoughts which you did not elaborate on

c)• You felt a sense of injustice at not having had your name cleared and had expressed this to your local MP who did not take your case forward.

d)• You had expressed thoughts of killing yourself, had a plan but had been unwilling to disclose.

e)• Described thoughts of ending your life and had stated you would prefer to do so in a manner that draws public attention.

f)• You had mentioned doing something theatrical in London to gain more attention and social media exposure.

g)• You had described having thoughts to act in a dramatic way to ensure that you drew attention to your plight.

h)• You had shared plans to escalate your protests by taking concerns to high offices, including the Home Office in London.

i)• You had shared your thoughts of going on a walk of no return.

j)• You had intimated that you might get shot by the police during your planned protest.’

 

None of the above has changed

a)      I am still extremely dissatisfied with two NHS Foundation Trusts, Hampshire Police and various public authorities and regulatory bodies including the Parliamentary Health Service Ombudsman who have all acted either incompetently, dishonestly or both.

b)     I have always had ‘dark thoughts’ especially following clinical neglect and false criminal allegations. While my complaints against clinical negligence, misrepresentation, lies and corruption go unattended I will continue to have ‘dark thoughts’. My ‘dark thoughts’ are thoroughly understood and well documented by clinicians, including care coordinators and psychotherapists working on behalf of CMHT, The Bridge Centre and do not need further elaboration.

c)      I continue to feel a profound sense of injustice at not having had my name cleared. This is a reasonable reaction to unreasonable actions taken against me.

d)      I have suffered with lifelong suicidal ideation, self-reported to clinicians, including care coordinators and psychotherapists working on behalf of CMHT, The Bridge Centre. I even wrote about my suicide plans in the ‘STATEMENT ‘FOR THE ATTENTION OF Gemma Stubbington, Head of Nursing, Professions and Quality at Southern Health NHS Foundation Trust, John Kelly, Service Manager, Meadows CMHT The Bridge Centre, Luke Murphy, MP and ‘Joshua 28367’ Hampshire Constabulary…’ on the 15th June, 2025. My written words were My plans to restart hunger strikes

 

‘Once I have a public audience, hopefully in the millions, I will recommence my hunger strike and take that particular protest to its ultimate and irreversible conclusion. I am determined to make a national news story of my case. My life has been taken from me. I want it back. I currently have nothing else to lose.’

 

 

‘I will, for as long as is reasonably practical, continue to act pro-socially. Nevertheless, I do expect the authorities to eventually over-react. The police, especially, have consistently proven themselves fallible in this respect. I am prepared to escalate my complaints and protests, to push boundaries and to be provocative. I am aware that the police may even use lethal force against me and I am prepared to accept this outcome. Alternatively I will, at some point, abscond into the countryside and die while the public watches.’

               My plans to restart hunger strikes and or walk into the countryside were shared.

e)      True. The rationale for the protests was documented as in d) above.

f)        True. Doing something theatrical in London to gain more attention and social media exposure was part of my protest. MY PROTEST SHOULD NEVER BE CONFLATED WITH TERRORISM.

g)      True. Same as in f) above.

h)      True. Same as in f) above.

i)        This contradicts your ‘risks’ highlighted in b) and d). I would go further and point out that my ‘walk of no return’ is separate to the ‘theatrical stunts’ planned for the 24th June, 2025 and therefore completely irrelevant while considering a Prevent referral

j)        Jean Charles da Silva de Menezes was a Brazilian man fatally shot by the Metropolitan Police Service at Stockwell Underground Station on 22 July 2005, after being mistakenly identified as one of the fugitives from the previous day's failed terrorist attacks. The Metropolitan Police have been condemned over recent years for “entirely disproportionate” action in response to peaceful protests. Video evidence shared on social media proves that the force is heavy handed in its approach to peaceful protest. I had a genuine concern that the Metropolitan Police might actually shoot me.


SO, here’s the thing…

If I continue to engage in new protests, in the same locations, under the same circumstances, with the same ‘RISKS’ attached as outlined in parts a) to j) above, will those involved refer me again and again to Prevent?


For those involved in my referral to Prevent in June 2025, within Hampshire & IOW Healthcare Foundation Trust AND Hampshire Police, to maintain logical consistency aligned to the Prevent Duty, I can expect to be referred to Prevent again?


If I continue to protest in exactly the same way, under exactly the same circumstances, and those involved do not refer me to Prevent then all involved will be revealed as hypocrites and ideologically inconsistent and the rationale for the original referral will have been proven baseless.


And I WILL continue to protest against Hampshire Police.


Hampshire Police STILL retain false information about me on their local database despite my repeated requests for removal.

Hampshire Police and other multiple authorities now retain data about the referral of me to Prevent. I want access to ALL such information and, in due course, also want that same information REMOVED.


I DID NOT MAKE ‘UNWANTED CONTACT’ WITH CAMHS ART THERAPIST, SALLY MUNGALL.

I DID NOT ‘HARASS’ CAMHS ART THERAPIST, SALLY MUNGALL.

I DID NOT ‘STALK’ CAMHS ART THERAPIST, SALLY MUNGALL.

I AM NOT GUILTY OF COMMITTING ANY ‘VIOLENT OFFENCES’.

I AM NOT GUILTY OF COMMITTING ANY ‘SEXUAL OFFENCES’.

I AM NOT A TERRORIST.

I AM NOT SUSCPTIBLE TO RADICALISATION OR EXTREME IDEOLOGIES.

I WILL NOT CEASE OR DESIST IN PROTESTING THESE INJUSTICES WHILE THEY CONTINUE.


I WILL MAKE A NATIONAL NEWS STORY OF THESE INJUSTICES. MARK THESE WORDS!
