Dear Sir/Madam
My “Report a concern about how the Prevent duty is applied” was successfully submitted at 2:31pm on 28 February 2026.
You allocated a form reference number as ********
On the 19th March, 2026 I copied you into an ‘Open Letter’ that referenced the Prevent referral that I had reported to you the previous month. I have attached that ‘Open Letter’ to this email.
Since then the issues surrounding the application of that Prevent duty application have escalated.
On the 26th March, 2026, I received the document ‘Case reference number: IC-***********’ from the Information Commissioner’ Office in response to an information request made by me. The document IC-*********** contains email communication between Lead Case Officer at the ICO, Paula Flanagan and Jason Russell C2093, Senior Manager for Public Access at the Joint Information Management Unit Chief Constable Hampshire Constabulary. I invite you to read this document which is attached to this email.
The communication detailed in document, ‘Case reference number: IC-***********’, suggests that Hampshire Police are withholding my personal data because it ‘is “a necessary and proportionate measure” to prevent, detect, investigate, or prosecute criminal offences’.
THIS IS DESPITE THE FACT THAT I AM NOT GUILTY OF ANY CRIMINAL OFFENCE, NOR IS THERE ANY NEED TO PREVENT, DETECT, INVESTIGATE OR PROSCECUTE ANY CRIMINAL OFFENCES.
SIMULTANEOUSLY, Sadie Bell, Director of Information Governance at Hampshire & IOW Healthcare Foundation Trust is using similar, if not identical, exemptions to deny my lawful access to my personal data regrading the Prevent duty application. It was the Trust who made the wholly inappropriate referral of me to Prevent.
I have ALSO made several repeated requests over the course of SEVEN WEEKS, in writing, to police mental health liaison James Howard 12913, to account for his involvement in the same referral to Prevent but he has completely ignored me.
I am trying to hold individuals within the Trust and within Hampshire Police and institutions themselves to account.
I have AGAIN written to Alexis Boon QPM, Chief Constable Hampshire and Isle of Wight Constabulary, TWICE over the last few days, Fri 27th and Sun 29th but there has been no further response beyond Tanya Smith, Office Manager, Chief Officer Group and her advisement

I AM FIRMLY CONVICED THAT BOTH SADIE BELL OF THE TRUST AND JASON RUSSELL OF HAMPSHIRE POLICE ARE COLLABORATIVELY ENGAGED IN ‘LAWFARE’ IN ORDER TO DENY MY ACCESS TO MY PERSONAL DATA. BY DOING SO THEY PURPOSELY AND CYNICALLY DENY MY ATTEMPTS TO HOLD INDIVIDUALS AND INSTITUTIONS TO ACCOUNT.
The exploitation of entrusted authority through the manipulative interpretation of legal provisions for personal benefit is otherwise known as ‘corruption’.
Please be advised that I have initiated a new campaign to raise awareness of my harrowing experiences with two NHS Trusts and Hampshire Police including the referral of me to Prevent and the psychological damage done to me. This email is also being sent to the national press and legal entities throughout the UK.
