THE PREVENT FILES # 6
It has been almost EIGHT MONTHS to the day since Gemma Stubbington referred me to counter-terrorism following my written statement to PEACEFULLY PROTEST outside the Houses of Parliament on the 24th June last year.
My records confirm that it took Gemma Stubbington just THREE DAYS between raising concerns with the Safeguarding Board of the Trust and actually filing the PREVENT referral with Emily Taylor at Counter Terrorism Policing South East.
I have been trying to hold Gemma Stubbington, the Safeguarding Board of the Trust, the Designated Safeguarding Lead ( presumably Susan Corley ) and Hampshire Police to account ever since. All of my formal efforts to hold everyone to account have been contemptuously dismissed, cynically obstructed or rudely ignored. Sadie Bell, the Director of Information Governance at the Trust has made disingenuous use of Data Protection Law in attempts to deny me rightful access to my personal data in this matter. Jason Russell, the Senior Manager at the Joint Information Management Unit of Hampshire Police has been particularly vexatious while repeatedly attempting to avoid compliance with my Subject Access Requests.
All of this DESPITE the fact that the PREVENT referral was assessed on the 5th July, 2025 and closed under supervision on the 7th July, 2025!!
MY REFERRAL TO PREVENT CLEARLY HAD FUCK ALL TO DO WITH TERRORISM OR MY SUPPOSED ‘SUSCEPTIBILTY TO RADICALISATION’!
On the 4th February, during my last meeting with my care coordinator, John Kelly, I made a request to speak to James Howard, police mental health liaison for CMHT The Bridge Centre. I had questions that I wanted to ask of James Howard about his involvement with the PREVENT referral. I went further and formalised my questions in writing and sent this to John Kelly the following day. I emailed a reminder to John Kelly yesterday ( 13th Feb ).
I HAVE HEARD NOTHING FROM JOHN KELLY SINCE THE 4TH FEBRUARY AND ABSOLUTELY NOTHING FROM JAMES HOWARD, PERIOD!
I am seriously losing the will to live.

To James Howard, police mental health liaison for CMHT The Bridge Centre.
During my care coordination with John Kelly on Wednesday, 4th February 2026, I asked for contact details of police mental health liaison for CMHT The Bridge Centre, James Howard 12913. I explained to John Kelly that I wanted to speak to James Howard about his involvement in Gemma Stubbington’s contentious referral of me to the government’s counter-terrorism initiative, PREVENT. John Kelly agreed to contact James Howard and request he make contact with me by telephone.
I want to hold James Howard to account for his email sent to Gemma Stubbington on the 17th June 2025 at 14.00.
Gemma Stubbington had previously written an email to James Howard on the 16th June 2025 at 06.56 stating,
‘Dear James,
I would like to raise an awareness of this gentleman who proposes this month to go to London for a protest. I see he has sent the detail to a police in box. I believe the police may well of also been in contact with him by phone recently about his plans. Attached is a detailed plan of what he aims to do in London.
His care coordinator is John Kelly who is the service manager for Meadows CMHT. John is off this week- if you need any contact please feel free to reach out to myself about this matter. I have also asked our safeguarding nurses to consider where I can make this information available.

James Howard’s email reply on the 17th June 2025 stated,

I’ve heard back from Intel, and this is not recorded as intelligence as yet. Please can we ask that someone within the team submits the attached CPI form to our intel team asap, along with the statement that he provided to get this ball rolling. I’d wrongly made the assumption it was listed but isn’t.
If the CPI can be marked up as urgent, hopefully the processing team can review asap. This will also work well with any PREVENT referral, they can be linked. I’m not sure who’s best placed to do this, but it would need to come from yourselves.

The issues that are of serious concern to me that need accounting for are presented in questions directed to James Howard himself. As follows,
ONE.
Gemma Stubbington has previously made written claims to me that the police had advised her to complete a Prevent referral under my name. To date, I have seen NO evidence of any advice made by the police to complete a Prevent referral under my name. I HAVE made multiple requests of Jason Russell ( C2093 ) Senior Manager for Public Access at the Joint Information Management Unit for both Hampshire & Isle of Wight Constabulary and Thames Valley Police. Jason Russell has cynically and vexatiously denied recent access to records requests by me while the Information Commissioners Office is currently intervening on my behalf. The only information currently available to me has been through Subject Access Requests for my medical records held by HIOWH Trust.
QUESTION. Did YOU, James Howard, forward an advisement to Gemma Stubbington, either on or off the record, to refer me to PREVENT?
QUESTION. If there is a written record of this advisement would you please confirm and share that record?
TWO.
In your email dated the 17th June 2025 you asked Gemma Stubbington,
‘Please can we ask that someone within the team submits the attached CPI form to our intel team asap, along with the statement that he provided…’
The ‘Community Partnership Information’ form AD362 offers ‘guidance’ That states,
‘this form is not a referral form, nor does it replace any pre-existing referral’.
QUESTION. Please would you confirm that you understood, at the time that you advised Gemma Stubbington that ‘someone within the team submits the attached CPI form,’ that a Community Partnership Information is NOT a referral form?
The actual Community Partnership Information form offers further guidance on ‘how to use the form and what it can be used for’, steering the reader to www.safe4me.co.uk/resources . The Safe4me website provides ‘educators, service providers and parents with information to support children and young people.’ It is a ‘toolkit to support teachers to deliver information to pupils’.
QUESTION. Is the Community Partnership Information form designed exclusively for children and young people? If so then do you consider this form appropriate for sharing information about ME, a 63 year old man?
Community Safety Partnerships Community Safety Partnerships (CSPs) were introduced by Section 6 of the Crime and Disorder Act 1998 and bring together local partners to formulate and implement strategies to tackle crime, disorder and antisocial behaviour in their communities.
QUESTION. Are Community Partnership Information forms part of the reporting process within Community Safety Partnerships? QUESTION. Was your request to Gemma Stubbington ‘that someone within the team submits the attached CPI form to our intel team’, following real concerns based on any reasonable, objective, specific or verifiable facts?
QUESTION. What actual crime, disorder or antisocial behaviour did you suspect me of?
QUESTION. Were any actual part or parts of my ‘statement’ cause enough for you to request submission of a Community Partnership Information forms? and, if so, please indicate which part or parts.
QUESTION. Would you please confirm that the Community Partnership Information form completed by Gemma Stubbington has now been added to Hampshire and IOW Police systems and also confirm that an intelligence log was created and all relevant elements were added to that log including risk assessments carried out etc?
QUESTION. Do you know how long the Community Partnership Information forms are retained on Hampshire and IOW Police systems alongside intelligence logs etc?
QUESTION. Do you know if anyone, who has been made the subject of a Community Partnership Information form submission and subsequently been identified as innocent of any crime, disorder or anti-social behaviour, has been successful in requesting the removal of ALL records including the referral forms and intelligence log? This is actually a rhetorical question as I’m already certain that the answer is ‘NO!’
YOU and the wider police and other governmental authorities actively encourage a ‘DARE TO SHARE’ ‘ethos’ among professionals and practitioners.
QUESTION. What happens to those whose private information is disclosed and retained when there is no evidence of a crime and no strong public interest?
I am now made a criminal suspect and a social pariah by dint of Gemma Stubbington’s ill-informed, neurotic, knee-jerk and hysterical over-reaction and YOUR equally ill-informed and over-zealous advisements.
Hampshire Constabulary have form, a historic, well-founded reputation for exactly this kind of action against me.
