THE PREVENT REFERRAL.

I have just been contacted by Dawn Jenks 25487 of Prevent Referrals Hampshire Police to inform me that the recent referral of me to the counter-terrorism initiative, Prevent was assessed by her and immediately closed on the 27th July, 2025. I have been reassured that this referral was closed before it reached Prevent Gateway under Thames Valley police and that it was never passed to Channel, the local government or any other authority. This adds to my conviction that the Prevent referral was an overreaction and completely unnecessary. I now need to continue my investigations and hold those responsible for the initial referral to account through a formal complaint..

THE HEALTH AND CARE PROFESSIONS COUNCIL.

I received an email from Dovlet Seyidov, Case Team Manager at the Health and Care Professions Council this morning to inform me that Senior Decision Maker refuses to reassess the full scope of my complaints against their registrant, Sally Mungall. This means that only two of the potential nine issues of complaint that make up my 'fitness to practice' complaint are being forwarded to the Investigation Committee Panel.

The following is my reply, written and forwarded immediately thereafter. This email was written angrily, without a reread or edit so may be a bit haphazard.

'Dear Dovlet Seyidov ,

I am absolutely devastated to learn that your Senior Decision Maker refuses to reassess the full scope of my complaints against your registrant, Sally L Mungall. 

I am literally sick to the stomach to learn that you intend to overlook serious ethical concerns, breaches of standards and substantive failures to follow policies and protocols.

I am so incredulous that I can only surmise that you are not in possession of the complete and comprehensive evidence already submitted by me.

I regularly updated the HCPC of all evidence as and when it was made available to me over the course of many, many months. The Sussex Partnership NHS Foundation Trust were particularly uncooperative in responding to my multiple requests for pertinent information. CAMHS General Manager, Wanda Reynolds, oversaw my initial complaint, deliberately and with cynical calculation, obstructed and lied while managing my complaints. When PALS investigator, Andy Ashby, assumed responsibility for my complaint, he faced similar obstruction and deflection from line managers around Sally Mungall. Cleo Fearon herself noted that there was unnecessary delay in forwarding information requested by the HCPC. As such, it became necessary for me to present as and when, and only if it was made available to me. That evidence was forwarded directly to former case worker, Cleo Fearon though it should be noted that such submissions were never acknowledged by the case worker or the wider HCPC. 

I am absolutely certain that you have not had direct access to all the evidence already submitted to you by me.

And what of the evidence that was denied to me by Information Governance at the Trust? For example, were all of Sally Mungall's supervision records made available to you? 

I now have zero confidence that the HCPC has been in possession of ALL the evidence submitted by me.

How do I check to make sure that the Senior Decision Maker at the HCPC has had eyes on ALL of the evidence already provided by me?

I still have email records of ALL documents sent to the HCPC over the course of a year or more. Is that some way of correlating the dates of evidence sent against records held by the HCPC to make sure that evidence has been considered?

If ALL the evidence submitted by me HAS been assessed by the Senior Decision Maker and deemed insufficient to meet the threshold then I need to take this matter further.

Is there a formal complaint process that you can direct me to or have I already exhausted the complete complaints process within the HCPC?

If the HCPC refuses to address and act upon the FULL SCOPE of the serious complaints made by me against your registrant, Sally Mungall, then I WILL DO IT MYSELF.

Not only have I been seriously psychologically damaged by the inappropriate therapy delivered by your registrant, but have also sustained significant psychological damage and reputational damage following your registrants cynical and vexatious use of the state power of the police. I am now on the database of Hampshire Constabulary falsely reported for making 'unwanted contact', harassing and stalking your registrant, Sally Mungall. There is absolutely no credible evidence to support these allegations, and I am unable to access police records to check the veracity of Sally Mungall's report to the police because she will not give third party access. I put it to you that Sally Mungall lied to Hampshire Constabulary about me, first in February 2022 and then again in September 2022. Why else would she deny access to records?

Has the HCPC asked for third party consent to those police reports?

The information held by Hampshire Constabulary is to be retained on file under a Category 2 heading of 'Violent & Sexual Offences' to be reviewed after 10 years with the likely recommendation that they are retained for the duration of my life because I am now deemed a 'risk to the public!!! That is a fucking outrage!

I was actually following Section 8 of the 'Ethics and Standards' laid out by YOU, the HCPC, for your registrants to abide by. I actually sent a polite and reasonable letter asking for Sally Mungall's help in understanding what had gone wrong in therapy and why she had misrepresented me in communication with her clinical cohorts at CAMHS, the wider Sussex Partnership NHS Foundation Trust and in communication with colleagues in Southern Health NHS Foundation Trust, CRISIS Basingstoke and, indeed, the local police. I even suggested, explicitly in writing, that she inform me if contacting her made her feel uncomfortable. Sally Mungall NEVER informed me that contact with her was 'unwanted'. She went straight to the police.

And now, as a result, I am forever condemned.

Please consider all the points raised in this email and be assured by me that if the HCPC continues to refuse to investigate the FULL SCOPE of my complaint then I WILL. For as long as Hampshire Constabulary retains the false, discriminatory and psychologically damaging information about me on their database then I WILL protest and campaign against the HCPC, Sally Mungall, CAMHS, Bramblys Drive, Basingstoke, and the wider Sussex Partnership NHS Foundation Trust by any and all means.
