LATEST ISSUES 6TH June, 2026

Yesterday, I received the following email from Matt Jonkers at the Health and Care Professions Council with reference to my ‘fitness to practice’ complaint against their registrant, Sally Mungall. Matt’s email informs me that my complaint is scheduled to be heard by the Investigating Committee Panel of the HCPC on the 13th July, 2026.


The HCPC has published its ‘investigations process’ in the form of a flow-chart.

The flow-chart suggests that it takes a ‘fitness to practice’ complaint 8 MONTHS typically to reach the Investigating Committee Panel stage of the process. My actual complaint has taken almost FORTY-SIX MONTHS to reach the same stage.

 Dear Mark 

Thank you for your recent correspondence and for providing the further documentation. I confirm receipt.

Having re-reviewed the case file following your recently provided material, I note we have received a substantial amount of documentation from you dating back to 2022. The information you have recently provided, as well as the information previously submitted, has been added to the case file and carefully considered.

To confirm, I have subsequently re-reviewed the evidence in consideration of the concerns being progressed. The bundle of evidence as it stands, which is approximately 1,800 pages in length, has been compiled to reflect the matters that have met the threshold for consideration, and it is representative of the issues the Panel will be reviewing.

If the Panel consider certain issues require further investigation, or should they highlight matters within the Bundle of evidence that are not represented in the formal allegations, they may direct the case be referred back to the HCPC for additional enquiries.

The investigating committee panel has been rescheduled and is now set to take place on 13 July 2026. The outcome of the Investigating Committee meeting will be one of the following:

  • the case will be referred for a final hearing (“case to answer”);

  • the case will be closed with no further action (“no case to answer”); or

  • the case will be sent back to the case manager to get more information before a decision is made.

After the Committee meeting, I will inform you of the panel’s decision.

I need to remind my readers of the actual purpose of the HCPC ‘fitness to practice’ complaints process, as stated on their website

‘Our focus is on current impairment; that is whether a registrant may continue to present a risk. Our fitness to practise process is not designed to punish past mistakes or provide redress for past incidents, although we can take past failings into account in assessing current fitness to practise.’ - https://www.hcpc-uk.org/concerns/what-we-investigate/fitness-to-practise/


Effectively, this process will not hold Sally Mungall to account for damage done to me. The process is about the current protection of the public or the current public confidence in the profession.


It is highly likely that Sally Mungall will suffer no real consequence following this complaints process whereas I continue to suffer the repercussions of clinical neglect, misrepresentation and lies, corruption and false, gross criminal accusations.


Indeed, I expect to suffer for the rest of my life.

 

Which is why I am committed to a course of action that seeks to raise public awareness of my story, to draw attention to the abject failures of those mental health clinicians and leadership professionals who were charged with my care and to advocate for legislative reform of the Parliamentary Health Service Ombudsman and review of statutory regulatory bodies.


I need to continue to solicit legal representation under Legal Aid provision on a range of civil law matters related to Sally Mungall, the Sussex Partnership NHS Foundation Trust, Hampshire & IOW Healthcare NHS Foundation Trust, Hampshire & IOW Constabulary, and the PHSO and others.


I need to expose the wilful ineptitudes of the PHSO.


I need to raise awareness of the misuse and fundamental misunderstanding by Hampshire & IOW Healthcare NHS Foundation Trust , their Safeguarding Board and or Designated Safeguarding Leads of the counter-terrorism PREVENT DUTY.


I need to hold Hampshire Police to account for failing to remove FALSE criminal accusations against me from their local database.


I have a timetable that will likely make a national news story out of my various grievances and may well culminate in a serious, irrevocable event before the end of September, 2026.
