LATEST ISSUES 28th August, 2026

After almost FOUR YEARS since first submitting a ‘fitness to practice’ to The Health and Care Professions Council regarding their registrant, Sally Mungall, I finally received written notification of a decision made by their Investigating Committee earlier this afternoon.

Dear Mark, 

The Investigating Committee met on 20 August 2026 to consider the concerns you raised.   

Their decision was that there was no case to answer in relation to ​Sally L Mungall's fitness to practise. 

This means that we will not be taking any further action in relation to this matter and have now closed our file on this case. 

We recognise that you may be disappointed by our decision but would like to thank you for taking the time to raise your concerns and engage with us throughout this process. 

Our decision to close this case does not prevent you from raising concerns about ​Sally L Mungall​ in the future should new information become available to you. 

We would also like to hear your opinion on your experience of working with us. This link will open an anonymous feedback form. The feedback relates to the overall service you received from the Fitness to Practise Department and not to the decision that was reached. Your feedback will help us to monitor and improve our service. The information you provide will be treated confidentially. 

Please note I am leaving the HCPC today. I have copied in my line manager, who is aware of this case and will be able to respond to any queries you may have, or direct you to the appropriate person due to my departure. You can also call ************* to speak with a member of the team.

While I had been expecting this outcome, it still came as a severe shock. I did respond immediately to Matt Jonkers and the following email thread ensued. I will be awaiting William Rodway’s email promised by the 3^rd September but right now I am completely at a loss as to how to move beyond this disappointing decision. Right now it feels that my complaint has been disbelieved. I am irrevocably damaged and there is now no real prospect of recourse to justice. I actually feel physically sick.

I am literally feeling sick at this news.

Is William Rodway your line manager?

I need to understand the rationale behind the decision of your Investigating Committee.

I cannot understand their decision. 

Even the Sussex Partnership NHS Foundation Trust admitted I had been given inappropriate and unsanctioned therapy by Sally Mungall. 

Even the Parliamentary Health Service Ombudsman was willing to uphold that part of my complaint.

Is there a transcript of the Investigating Committee's process?

I am in shock.

I appreciate that the outcome of the Investigating Committee Panel (ICP) has come as a significant disappointment to you and that you have expressed concerns regarding the decision reached.

The ICP is an independent panel which considers the evidence gathered during an investigation and determines whether there is a case to answer in relation to a registrant's fitness to practise. As outlined on the website, there is no internal right of appeal against an ICP decision. However, individuals who wish to challenge a decision may wish to seek independent legal advice regarding the option of applying for a Judicial Review.  If you wish to raise concerns about the service you have received from the HCPC, you may do so through our feedback and complaints process, and your complaint will be directed to the appropriate team for consideration. With regard to your questions concerning the rationale for the Panel's decision and whether any further information is available in relation to the decision-making process, I will review the case file and come back to you as soon as I am able.

Thank you for your email, William.

I do have multiple questions regarding the decision made by the Investigating Committee.

I have also referred myself to the HCPC website subsections https://www.hcpc-uk.org/globalassets/resources/policy/threshold-policy-for-fitness-to-practise-investigations.pdf?v=638874814020000000 and https://www.hcpts-uk.org/globalassets/hcpts-site/publications/practice-notes/case-to-answer.pdf  noting the advisement 'The reasons for our decision to close the case will be provided to the relevant parties.'

Matt Jonker's email gave no such reasons.

I will be making robust demands of you to explain the rationale and process followed by the Investigating Committee.

I already know that I will NOT accept this decision and seek remedy through whatever channels of recourse that may be available to me. I have firsthand experience of the deleterious effects of sub-par mental health services delivered by individuals and institutions in this country alongside anecdotal accounts of hundreds of others similarly damaged, disenfranchised and casually discarded service users, particularly within the NHS. The ineffectiveness of the Ombudsman and regulatory bodies, including the HCPC, undermines standards of ethics and competency while contributing to the erosion of public confidence.

I am currently too ill to compile a complete list of pertinent questions or draft a comprehensive complaint to be addressed through your feedback process but will respond properly after Thursday 3^rd September.
